Add MSSQL component to Bitwarden server builds

Remco de Man requested to merge add_mssql_component into main

Bitwarden releases their Docker images with a delay to Docker Hub. We can eliminate any waiting times by building the MSSQL image ourselves.

This PR adds the MSSQL component to the build pipeline.
